The U.S. Surgeon General, Dr. Vivek Murthy, has declared gun violence a public health crisis, underscoring the urgent need to address the increasing number of firearm-related injuries and deaths. This declaration comes after a summer weekend marked by multiple mass shootings which left dozens dead or wounded.

A public health crisis is a situation in which the health and well-being of a significant portion of the population is at risk. In legal terms, such a declaration allows for the mobilization of resources, coordination of agencies, and implementation of emergency response measures to mitigate the crisis.

The Surgeon General, as the nation’s top public health official, has the authority to issue advisories, raise awareness, and advocate for policies that protect public health. While the Surgeon General cannot enact legislation, their role is crucial in shaping public health priorities and guiding national responses to health emergencies.

In 2022 alone, more than 48,000 Americans died from gun injuries, highlighting the severity of the issue. In a recent study, the CDC found that gun deaths began to gradually increase in 2005, but the surge intensified recently, with a 20% jump from 2019 to 2021.

“More than three-quarters of adults (79%) in the U.S. report experiencing stress from the possibility of a mass shooting, and one in three adults (33%) say fear prevents them from going to certain places or events.”

The advisory calls for a comprehensive approach to mitigate these deaths, including bans on automatic rifles, universal background checks, industry regulation, and penalties for unsafe firearm storage. The Surgeon General has no power to write or pass legislation, so these suggestions will require action from both federal and state lawmakers to be taken.

Declaring gun violence a public health emergency brings heightened awareness and mobilizes resources similar to past health crises, such as smoking, obesity, and the opioid crisis. The 1964 Surgeon General’s report on smoking shifted public perception and led to significant regulatory changes that reduced tobacco use and its associated health risks.

In 2001, the Surgeon General declared obesity a public health crisis, emphasizing the need for comprehensive efforts to promote healthier lifestyles and reduce the health risks associated with obesity.

More recently, the opioid crisis was declared a public health emergency in 2016, which resulted in substantial efforts to increase access to treatment, enhance public awareness, and reduce overdose deaths. The goal of  declaring gun violence a public health issue is to implement evidence-based interventions and promote security and safety measures that can save lives.

Gun Violence: Next Steps

Moving forward, we can expect a multi-pronged approach at both federal and state levels. Federally, there may be increased funding for research into gun violence, public health campaigns promoting gun safety, and potential executive actions. States may implement their own measures, such as stricter gun control laws, community intervention programs, and enhanced penalties for unsafe firearm storage.
